NVIDIA’s high clocks here mean that they have to really open up on power delivery in order to allow the TU104 GPU to sustain over 1800MHz, which comes at a fairly expensive point on the voltage/frequency curve.

The 2070 was more of a 1080 successor, while the 2060 was more of a 1070 successor, even if the performance gains weren’t exactly all that compelling. The process node was only a slight improvement over what the 10-series was built on, so not getting big performance improvements at a given price level could probably be expected.

The reason why this metric doesn’t matter as much is that there need to be several different factors involved for RTX 2060 to reach that 1680 MHz burst, and that will simply not happen often.
