To address corrosion of lead and copper into drinking water, EPA issued the Lead and Copper Rule under the authority of the SDWA. We gathered state-wide sampling data in Michigan, where a change in state law required utilities to test both the first and fifth liter. We also analyzed sampling data in Chicago, where the city tested each of the first 10 liters from 650 homes over a four-year period.
