If it is rusty, I would get some naval jelly and paint it on the threads and nut. This stuff is kind of thick, so you can put it on and it mostly stays in place. Wait a while, remove it, and see if you can turn the nut. You need to work the the naval jelly into the first barely-exposed threads where the bolt emerges from the nut, if that makes any sense. I have a collection of old dental tools, which are perfect for getting the naval jelly into the thread and scraping the rust out.
